HIPS: What to do as a buyer

Finding and buying good-value property can be stressful and exhausting. The introduction of Home Information Packs (HIPs) aims to change matters though – making the purchase of a house a quicker, more transparent process.

HIPs are compiled by the selling party (see our sellers guide for more details) and must include a sale statement, standard searches and an energy performance certificate.

Although only larger homes were covered by the scheme initially, it has been gradually phased to become part of every property sale. Familiarise yourself with how it works before you spot your dream home.

What will I receive – and when?

There is no uniformed look for a home information pack at this stage – but they must consist of the same key documents. In addition to those mentioned above, evidence of title and an index of contents must be included. A home condition report is not a compulsory element of the pack.

Sellers must prepare the packs prior to the marketing of their home, so if you register your interest in a property already on the market, the pack should be available immediately.

How do I get a copy?

If the property is being sold by an estate agent, they will be able to provide you with a pack.

If the seller is not using an agent, you will need to contact them directly.

Home information packs must be supplied free of charge to interested parties – though you may be charged a small fee to cover the postage if applicable.

Could I be refused a copy?

The scheme allows sellers to refuse a request from somebody they feel is not genuinely interested in the property. Similarly, if they believe the potential buyer could not afford the property.

If you feel you have been refused a copy unlawfully, you can challenge the decision by contacting your local trading standards authority.
